The Election Commission has issued transfer and posting guidelines for officials ahead of the 2027 Uttar Pradesh Assembly polls, including a three-year district tenure rule and home-district restrictions.

The Election Commission (EC) has issued guidelines for the transfer and posting of officials involved in election-related duties ahead of the 2027 Uttar Pradesh Assembly elections, Chief Electoral Officer Navdeep Rinwa said on Tuesday.
The guidelines aim to ensure fairness and transparency in the electoral process. The EC has directed officials to strictly follow the instructions.
According to Rinwa, officers directly involved in election-related work who have completed three years in the same district within the last four years, up to May 31, 2027, must be transferred out of that district.
The EC has asked the Uttar Pradesh chief secretary and the director general of police to submit a consolidated report on the action taken to implement its instructions by November 30.
In a statement, Rinwa said the guidelines cover several officials, including electoral registration officers, sub-divisional magistrates, joint magistrates and tehsildars. They also apply to district election officers, deputy district election officers, returning officers and assistant returning officers.
The directives extend to divisional commissioners, municipal commissioners, and officials working in municipal corporations and development authorities.
Police personnel, including sub-inspectors and officers of equivalent or higher ranks, are also covered by the guidelines. The instructions further apply to officers in the Excise Department and sub-inspectors and field-level officers of equivalent or higher ranks in the Transport Department.
