A joint coalition of Western nations has issued a stern condemnation of the Israeli government’s decision to publish construction tenders for the contentious E1 West Bank settlement project.

In a unified statement, leaders from the United Kingdom, France, Germany, Italy, the Netherlands, Canada, and Norway labelled the move “unacceptable”, warning that the strategic expansion risks permanently destroying the viability of a two-state solution.

Why the E1 Plan Sparks Global Alarm

The E1 corridor covers a strategic 12-square-kilometre area situated between East Jerusalem and the Israeli settlement of Ma’ale Adumim. International diplomats and human rights organisations have long identified the zone as a major flashpoint.

  • Fragmenting the West Bank: Constructing settlements in E1 creates a continuous urban block connecting East Jerusalem to Ma’ale Adumim. This effectively severs the northern West Bank (Nablus and Ramallah) from the south (Bethlehem and Hebron), breaking the territorial contiguity essential for a future independent Palestinian state.
  • Breach of International Law: The signatories reiterated that under established United Nations Security Council resolutions, all Israeli settlements in occupied Palestinian territories are illegal.
  • Timing and Escalation: The push comes during a period of heightened instability across the West Bank, marked by record levels of settler-related violence against civilians and severe economic curbs on Palestinian communities.

Direct Warning to Private Contractors

In an unusually direct commercial warning, the seven nations explicitly cautioned private corporations against participating in the bidding process.

The joint statement urged businesses to stay away, highlighting the severe legal and reputational risks associated with bidding on the tenders. Participating firms risk becoming directly complicit in grave violations of international law and potential human rights abuses linked to territorial expansion.
