Ending a six-day logjam, the Lok Sabha on Tuesday, July 28, finally took up discussion on the Public Examination (Prevention of Unfair Means) Amendment Bill, 2026. A string of BJP and NDA leaders mounted a spirited defence of the legislation, comparing paper leaks to terrorism, invoking Gen-Z ‘language’ to target the Congress, and accusing the opposition of “selective outrage” over the issue.
Jitendra Singh Says Bill Reaffirms Govt’s Commitment to Student Welfare
Union Minister Jitendra Singh, who initiated the debate, said the Modi government finished an unaccomplished task to bring a law to prevent examination malpractices in 2024. The anti-paper leak bill is a reaffirmation of the government’s commitment to safeguard the welfare of students and youth. The amendment… (is being) brought to make the law more stringent,” Singh said.
Anurag Thakur Compares Paper Leaks to Terrorism
BJP MP Anurag Thakur said that paper leaks were a serious threat to students’ future. Thakur compared the issue with terrorism and Maoism, saying the government was determined to eliminate the menace. “We are the ones who uprooted terrorism and naxalism, and we will uproot paper leaks as well… Government has resolved to bring paper leak law stricter than anti-terror law,” Thakur said.
“The question arises that why are we discussing this matter today? Because rigging in examinations and paper leaks are no less than terrorism and Maoism, because our youth fall victim to it. And to the youth of our country, I want to say that we will provide a complete cure for this disease of paper leaks, because the remedy for every ailment has been found under the Modi government, and we are going to eradicate this as well,” he said.
Thakur took a swipe at several Opposition leaders, including Congress MPs Rahul Gandhi, Priyanka Gandhi and Samajwadi Party chief Akhilesh Yadav.
Bansuri Swaraj Slams Opposition’s ‘Selective Outrage,’ Says ‘Modi Ji Clocked It’
BJP MP Bansuri Swaraj strongly defended the legislation and accused the opposition of displaying “selective outrage” over examination paper leaks. She tried to speak in the language of Gen Z- which led the 36-day protest-led by the Cockroach Janta Party (CJP), saying, “Modi ji clocked it” while outlining stricter punishments and faster trials for exam fraud.
“It’s a transformative amendment. It’s not just necessary but the need of the hour. It shows the responsible approach of the Modi government,” she said.
Shrikant Shinde Uses Gen-Z Lingo to Accuse Congress of ‘FOMO’ and ‘Delulu’ Politics
Following Bansuri Swaraj, Shiv Sena MP Shrikant Shinde also used the ‘Gen-Z language’ to target the Opposition. He said that the Congress leaders staged a protest outside the prime minister’s residence last week because they were suffering from “MIA” (missing in action), “FOMO” (fear of missing out) and “Delulu” (delusion).
“Where Congress created a policy vacuum, Modi clocked it, if I may borrow the language of Gen Z, and created a solution. All the opposition did was chase political opportunism,” he said.
Tejasvi Surya Says Bill Fixes The Bug
BJP MP Tejasvi Surya took a swipe at the opposition for not passing a similar Bill in 2010, adding that the absence of a special law had been one of the reasons why convictions were not happening in paper leak cases.
“In 70 years, this is the first time a special law to criminalise this act was passed in 2024 and is being strengthened now in 2026,” he said.
“I want to tell the opposition because of this issue. The opposition thinks that youth are with them, but there is no bigger “delulu” than this,” Surya said.
