CJI Gavai made the comment while hearing a petition from the NHAI over the collection of tolls on National Highway 544 in the Thrissur district of Kerala. The Kerala High Court has suspended toll collection on the highway due to its poor condition.

Chief Justice of India, Justice BR Gavai, while hearing a petition of the National Highway Authority of India (NHAI) regarding the condition of a National Highway in Kerala and the collection of toll tax, said that the entire national capital gets paralysed if it rains for two hours.
CJI Gavai made the comment while hearing a petition from the NHAI over the collection of tolls on National Highway 544 in the Thrissur district of Kerala. The Kerala High Court has suspended toll collection on the highway due to its poor condition.
The decision of the Kerala High Court was challenged by the NHAI. Following the hearing, the Supreme Court reserved its decision on the petition.
While hearing the petition, the Supreme Court also raised questions about the 12-hour jam on a highway in Kerala, saying that if a person takes 12 hours to reach from one end of the road to another, then why should he pay the toll.
