Modi govt reshuffle buzz grows as BJP’s organisational overhaul gathers pace

Speculation has intensified over a possible Modi cabinet reshuffle and a new BJP national team under Nitin Navin. The twin exercises are being seen as part of a wider strategy ahead of the 2027 Assembly elections.

Amid mounting speculation over a possible reshuffle and expansion of Prime Minister Narendra Modi’s Council of Ministers, attention has also shifted to an impending organisational overhaul in the Bharatiya Janata Party (BJP) under party president Nitin Navin. With the Modi government approaching key political milestones later this month and in June, discussions within political circles have intensified over a broader recalibration of both the government and the party structure.

The twin exercises — a possible cabinet reshuffle at the Centre and the formation of a new BJP national team — are being viewed as part of a coordinated political strategy ahead of crucial electoral battles, including the 2027 Assembly elections in seven states. Party insiders indicated that consultations on the new organisational setup are in the final stages, while speculation continues over fresh inductions and changes in ministerial responsibilities in the Union government.

CABINET RESHUFFLE SPECULATION GATHERS PACE

Political observers point to past precedents under Modi’s leadership to suggest that a cabinet reshuffle may not be far away. During his first term, the Prime Minister carried out the first expansion of his cabinet in November 2014, roughly six months after assuming office. This was followed by major reshuffles in July 2016 and September 2017, during which several ministers were promoted or reassigned.

In the second term, a significant cabinet expansion took place in July 2021, while ministerial portfolios were reshuffled again in May 2023.

Against this backdrop, party insiders believe the completion of two years of the Modi government’s third term could provide the occasion for another recalibration of the Council of Ministers.

On May 26, the Modi-led government at the Centre will complete 12 years in office, while June 9 will mark two years of the Prime Minister’s third consecutive term.

At present, the Union Council of Ministers has 72 members, while constitutionally it can accommodate up to 81. This has fuelled speculation that new faces may be inducted and the responsibilities of some existing ministers may be altered.

Sources said the BJP leadership is also factoring in the 2027 Assembly elections while weighing possible changes. Regional representation and social balancing are expected to play a key role in any cabinet exercise, with the party keen to strengthen its electoral positioning in poll-bound states.

FOCUS ON YOUNGER LEADERSHIP IN BJP ORGANISATION

Within the BJP organisation, discussions over a new national team under Nitin Navin have also intensified. Since taking over as party president on January 20, Navin has reportedly been engaged in reshaping the organisational structure and holding consultations on key appointments.

Party sources indicated that deliberations over the new team are in the final stages and an announcement could be made soon.

According to sources, the BJP may give greater prominence to younger leaders in the revamped structure, particularly those below the age of 50. However, the leadership is also expected to retain experienced figures in crucial organisational roles to maintain internal balance.

There is also speculation that several new faces could be appointed at the level of BJP national general secretaries as part of a broader effort to bring leaders from different states to the national stage and groom a new generation of leadership.

Women leaders, too, are likely to receive greater representation in the new organisational setup, sources said.

RSS CONSULTATIONS AND LONG-TERM STRATEGY

Sources within the party indicated that extensive consultations were held between the BJP leadership and the Rashtriya Swayamsevak Sangh (RSS) before Nitin Navin’s appointment as party chief earlier this year. Similar deliberations are believed to have taken place over the composition of his organisational team.

The RSS is understood to be backing leaders and functionaries seen as ideologically committed and active at the grassroots level.
