Three men have been arrested in Rajasthan for using forged Foreign Medical Graduate (FMG) screening certificates to obtain medical registration and practise as doctors despite failing the mandatory exam.
The three accused paid between Rs 25 lakh and Rs 29 lakh to obtain fake FMG screening certificates after repeatedly failing the examination conducted by the National Board of Examinations in Medical Sciences (NBEMS).
One of them went on to treat patients in an emergency ward without registration with the Rajasthan Medical Council (RMC).
The arrests are part of a wider investigation into a suspected racket involving foreign medical graduates, brokers and others who allegedly helped candidates obtain forged FMG certificates and use them to secure internships and medical registrations.
According to the police, more than 100 foreign medical graduates have so far come under the scanner, while 30 accused have been arrested in connection with the case.
The case, registered in Jaipur on February 4, 2026, involves allegations of cheating, forgery and criminal conspiracy.
FAILED FMG EXAM, BOUGHT CERTIFICATE FOR RS 25 LAKH
One of the arrested accused, Ashish Kumar, 30, allegedly obtained his MBBS degree from Pakistan in 2021. He appeared for the FMG screening examination three times but failed to clear it.
Police said Ashish subsequently obtained a forged FMG certificate through accused Shubham Gurjar, paying Rs 25 lakh for it. He then used the certificate to apply for registration with the RMC.
Gurjar has already been arrested and is in judicial custody, police said.
Ashish is currently preparing to appear for the FMG screening examination again.
FAILED 8 TIMES, PAID RS 29 LAKH
The second accused, Rajendra Kumar Yadav, 39, obtained his MBBS degree from China between 2006 and 2012. According to the police, he appeared for the FMG screening examination eight times in 2012 but failed to qualify.
He then procured a fake FMG certificate through a person identified as Sandeep, paying Rs 29 lakh. Using the certificate, he applied for registration with the RMC.
Police said Rajendra currently manages Narayan Hospital in Jaipur, which is run by his wife. The role of Sandeep in arranging the forged certificate is also being investigated.
WORKING IN EMERGENCY WARD WITHOUT REGISTRATION
The third accused, Naresh Rolania, 26, obtained his MBBS degree from Pakistan in 2021. He too failed the FMG screening examination three times.
The police said that Naresh’s relative arranged a fake FMG certificate for him in exchange for Rs 26 lakh. Naresh then used the certificate to secure an internship, which he completed at Udaipur Medical College.
Investigators found that Naresh was subsequently working in the emergency ward of Pulse Hospital in Kotputli, where he was treating patients despite having neither cleared the mandatory FMG screening examination nor obtained registration with the RMC, police said.
