United States President Donald Trump announced that Hamas has agreed to completely disarm and relinquish control of Gaza to a new Palestinian technocratic administration.
The nearly three-year-long Israel-Hamas war witnessed a “historic” breakthrough on Friday after United States President Donald Trump announced that Hamas has agreed to completely disarm and relinquish control of the enclave to a new Palestinian technocratic administration.
If implemented, the agreement would mark one of the biggest diplomatic developments in the Israel-Hamas conflict, paving the way for Gaza’s reconstruction.
However, the deal still hinges on months of phased implementation, reciprocal commitments from both Hamas and Israel, and independent verification at every stage, according to a report published by the Axios.
Trump Announces ‘Historic’ Agreement
Announcing the development on Truth Social on Thursday, Trump wrote, “Today, the Board of Peace reached a HISTORIC agreement for the COMPLETE DISARMAMENT of Hamas and all other armed groups in Gaza.”

Calling it a landmark moment, he added, “This is a monumental step toward lasting PEACE and SECURITY.”
According to US officials, Hamas accepted the terms after months of what one senior administration official described as “very delicate” negotiations involving mediators from Qatar, Egypt and Turkey. Implementation is expected to begin in the coming weeks.
What Changes Under The Deal?
Under the proposed agreement, Hamas would no longer govern Gaza. Civilian administration and security responsibilities would instead be handed over to a newly created technocratic body called the National Committee for the Administration of Gaza (NCAG), as reported by Axios.
Unlike Hamas and the Palestinian Authority, the NCAG would function as an independent, technocratic government responsible for civilian services, governance, and security.
“It will work for the people of Gaza,” a senior US official said, while speaking to Axios.
The plan is built around the principle of one government, one legal system and one legitimate security authority across Gaza.
How Will Hamas Disarm?
The disarmament process is expected to take between 200 and 250 days and will be carried out in phases across different parts of Gaza.
The agreement outlines that:
- Hamas’ civilian police will first transfer their weapons to a newly established Palestinian police force.
- Heavy weapons will be decommissioned and moved into secure storage.
- Tunnels and weapons manufacturing facilities will be dismantled.
- Small arms will be collected under Palestinian law.
- Other armed groups in Gaza, including anti-Hamas militias armed during the conflict, will also be required to surrender their weapons.
The authority of every area would only be transferred to the NCAG after a monitoring mechanism verifies that the required commitments have been fulfilled.
By the end of the process, the technocratic government and its police force are expected to hold the sole authority over weapons in Gaza.
International Force To Oversee Transition
The agreement also proposes an International Stabilisation Force that would help train the new Palestinian police, assist with weapons collection and deploy between Palestinian-controlled areas and Israeli forces.
A Board of Peace official said the framework was intentionally designed around “zero trust” because neither Hamas nor Israel trusted the other. As a result, the agreement will proceed through independently verified, reciprocal steps before advancing to the next phase.
Israel’s Withdrawal Linked To Disarmament
Under the proposed roadmap, Israeli forces would gradually withdraw from Gaza as Hamas completes disarmament and the international force, alongside the new Palestinian police, assumes responsibility for security.
Israel would also stop military operations and targeted killings in Gaza, except in cases which involve imminent threats.
“All military activity in Gaza will have to cease — both from Israel and Hamas,” a Board of Peace official said.
A senior US official stressed that Washington co-ordinated closely with Israel during negotiations and expects it to honour its commitments.
“We are not asking Israel for anything other than to implement their commitments under the 20-point plan,” the official said.
Warning against any backtracking, the official added, “If they do not do that, President Trump will be very disappointed. I do not think the Israelis would want to escalate things with us right now.”
However, Israeli officials remain extremely sceptical about Hamas surrendering its weapons in Gaza despite the agreement.
