India and Russia jointly condemned the Pahalgam attack and the Red Fort terror incident at counter-terror talks in New Delhi. The meeting underscored a shared push for stronger action against evolving terror threats, financing and radicalisation.
India and Russia jointly condemned terrorism “in all its forms and manifestations”, including the Pahalgam attack and the terror incident near Delhi’s Red Fort last year, during the 14th meeting of the India-Russia Joint Working Group on Counter Terrorism held on Wednesday. The two sides also reaffirmed their commitment to deepen counter-terror cooperation on bilateral and multilateral platforms.
According to the Ministry of External Affairs on Thursday, the two countries called for “concerted action against terrorists and terrorist groups, including those listed in the UNSC 1267 Sanctions Committee and their proxy groups and affiliates”. They also discussed current and emerging terrorist threats at the global and regional levels.
The meeting was co-chaired by Sibi George, Secretary (West) in the MEA, and Dmitry Lyubinsky, Deputy Minister of Foreign Affairs of the Russian Federation. Representatives of relevant departments and agencies from both sides also took part. The MEA said, “Both sides condemned terrorism in all its forms and manifestations, including cross-border terrorism and condemned in the strongest terms the terrorist attack in Pahalgam, Jammu and Kashmir, India on April 22, 2025 and the terror incident near Red Fort, New Delhi on November 10, 2025.”
The two sides shared their experiences in countering terrorism and agreed to enhance cooperation to address violent extremism, radicalisation, terror financing, and the use of new and emerging technologies and digital financial technologies for terrorist purposes. The MEA said both sides reaffirmed their commitment to strengthening cooperation at forums including the UN, BRICS, EAG and SCO, and agreed to hold the next meeting of the joint working group in Russia on a mutually convenient date.
